it works for me. I'm using a Dell Streak5 (with Olleh Rom), IOIO 
(Firmware 3.24, and 3.26), FLARM and CAI302.

Maybe your FLARM hadn't started (started sending NMEA sentences) after a 
power cycle.

When you open the Device page, you should see a status message below the 
entry for each device. Something like this "GPS, Baro, ...". The status 
depends on the capabilities of device, and what information is currently 
received by XCSoar.

Did XCSoar connect to the FLARM during the flight?

There is potentially 1 serious issue with the Dell Streak: the original 
Android version from Dell (either 2.2 or 2.2.2) has enough bugs in the 
USB drivers so that the communication between the devices and the Streak 
via IOIO fails, particularly when connecting several devices, or when 
downloading a flight log from a device. The fix for that is to upgrade 
the Android version to something like this:
