AFAIK XCSoar does and should use the edge of the circle. The finish circles are supposed to be in an altitude where getting home is not a problem, if that is not the case then please blame the competition organizer. If you want to calculate your final glide to the airport you could either replace the finish circle by a line, or just use a GoTo instead of the real task.
