It would seem that if you just set the circle finish height for whatever
you are personally comfortable with to get to the airfield, the problem is
then solved and no additional software changes are required. If you're
dealing with really large finish circles, maybe this isn't workable. But
2-5km radius seem to be well within an easy mental calculation of how much
height you want in reserve.
The developers on XCSoar continue to do fantastic work, but we do need to
be careful about asking for things that make the software overly complex
and serve to mostly handle edge cases
