Hmm, i do not like the idea of using SANE directly. You will have to configure the device and pass the handle to the plugin. Also you'll have to monitor progress. I don't know much about gstreamer, but beware of misusing gstreamer.
Maybe we're talking about different things? Anyways, direct output to a file (or even better, shared memory) would also be fine. I definitely agree that using the UDI to address devices would be the best way.
