Made TemplateEngine final and SubTask implements XDocletBuildContext
(not DocletContext), which exposes the class stack and current method/package
etc.. Still using <XDoclet:foo:bar tag syntax, with <XDoclet:bar delegating to
the "default provider". This syntax will change next, and then when all the
tags are changed the default provider concept can disappear.
