If I understand the patch correctly, it will also encode otherwise valid iso-8859-x
characters into unicode.
Wouldn't
if (c>=0x100)
be better than
if (c>=0x80)
to leave the 8-bit characters as they are?

Description:
Hi,
externalizer subtask in xdoclet module doesn't support unicode support. This cause
externalizer couldn't handle Japanese character correct. I attached the patch to
resolve this problem.
