I thought ISO-8859-1 is less than 0x80 character. But accoding to following URL:
http://www.ramsch.org/martin/uni/fmi-hp/iso8859-1.html
ISO-8859-1 includes over the 0x80 characters. Please use 0x100:)

Description:
Hi,
externalizer subtask in xdoclet module doesn't support unicode support. This cause
externalizer couldn't handle Japanese character correct. I attached the patch to
resolve this problem.
