You are completely right in not providing a 2.4 DTD. 
I new about the schema, but when first writing about 'provide a 2.4 dtd', I 
basically meant:  "don't mix it in the 2.3 dtd, but provide the correct 
mechanism for 2.4".
So not providing a 2.4 dtd and relying on the 2.4 schema is exactly the right 
thing.
