Nobody's suggesting we *force* people to produce docs in multiple 
languages.  The only impact it has on people's additions is that they 
ought to use the Translator class' facilities instead of hard coding 
strings, so that *others* can come along later and localise it to their 
own language if they want it.  And even that isn't essential, as we can 
always refactor things to use it once it's submitted (though it's 
obviously quicker if it's done that way to start with).

Those that need/want it enough would write it.  If they're nice people, 
they'll upload the results into JIRA so we can put it up on sourceforge 
for anyone else who wants it to download.

The point of the discussion, however, was whether or not we should even be 
bothering to give them the chance to do so...
