My take on it:
Bugs are bugs. Task is administrative tasks and other todos.
Improvement is as it sounds, an improvement (or request for improvement)
to existing functionality, while New Feature is a request for completely
new functionality. There's some overlap between those last two, but if
it were all black & white it'd be no fun :-)

Yes. If you submit a patch (aka Improvement), please link your Improvement issue to the related Bug issue with a "depends on" link.
Not IMO. They should be attached to the issue itself. Less links to click around when you want to see what the status of your issue is. In fact, even if someone's got a patch for an unreported bug, that's probably better handled by creating a new Bug report rather than an Improvement.
And besides, which issue no. would we put in the CVS log message? The original bug which we're fixing, or the one the patch was uploaded with? You'd have to do both, else anyone monitoring only the other issue won't see the new comment and know it's been fixed/applied...
Aslak, you keep moaning about the number of open issues. Do you *want* to double the figure by counting all the unapplied patches separately from the issues they relate to? ;-)
Developers, applying a patch is really easy too.

QA of the submitted patches takes a bit longer, though... There's already issues in there where a fix for one thing has broken something else instead.
