Popularity of something in a filed is not an important
issue in opensource projects. What counts is
popularity among people who can and will contribute. I
do nout use EJB anymore, so I'm not current in 2.1
problems - it means I do not write this support - due
to lack of personal interest.

And it seems to be the case for most xdoclet
developers ( you may check xdoclet2 plugins, to see
where the actual interests are )

And I see that xdoclet is finally discovered by big
players. About a year or two too late...

Of course xdoclet makes development of EJB easier
( even easier that those funy GUIs for ridiculous
proces ) - that was original puprose.
But xdoclet evolved and went further ( as interests of
its developers )
