Thank you, for release mgmt, we record all the versions of all of the
libraries that we use.

We give this list to our third parties.  It would be "challenging" if
said use Xerces C++ version 1.5, and there were 2 of them.

We can often overlay a point release ex  1.5.1 through developement,
but we tend not to go to a full new release 1.6.

So I would vote a very string NO for calling 1.5

I would say that 1.6 is ok, but we would have to wait until the next release

I would say that 1.5.1 is a simple patch, and that we should overlay this in
our existing 1.5 environment.
