    I guess, the major version is ** RESERVED ** for architectural change,

and that is why we have XercesJ(1) and XercesJ2 now, and similarily, we
may have XercesC2 in a forseeable future.

    Again, as I said, this was the way it was, and frankly speaking, (why
things
happened that way) is well beyond my knowledge.

     Yes, that is the way it should be, and the best time to do this,
IMHO,
after XercesC2.
