Forward declaration of classes-namespace problem

You're right it's not a bug since it's how C++ works, but it was a design choice
to name the namespace with the version number and to alias it with xercesc,
which is limiting in the way I described - foward declaration of classes.
I think this problem didn't exist in previous versions but correct me if I'm wrong. 
So, probably reporting it as bug isn't the appropriate thing to do, can you
direct me to the right place to direct this issue?
