The code in the grammar has nothing to do with separating out
the prefix and localpart from the attribute rawname when we
add a default DTD attribute. And it doesn't hurt us to ignore
it in the grammar because when you do DTD validation, only
the rawname is important.
Are you and your team still looking at what it would take to
finish the port of the Xerces 1.x Schema code into Xerces2?
