Actually, the correct encoding name is ISO-8859-1, not ISO8859-1.

While one could easily imagine adding properties support for encoding name 
mappings, it is not clear that this would make the situation better instead of 
worse.  While you could "enhance" your copy of the parser to accept your 
documents encoded in ISO8859-1, they would not be understood by anyone else who 
did not use a parser that was also so "enhanced".

For non UTF-8/UTF-16 XML documents to be interoperable, they need to use 
encoding names that are assigned by IANA, and should use the preferred name if 
one is assigned.
