Hi Joseph, This is (more or less) intentional. The xerces.jar in the tools file is just there so Ant has a parser for build.xml, Stylebook can process the stylesheets and xalan can do its thing. These utilities don't require a particularly up-to-date xerces, and since this jar-file is smaller than anything we've produced since there hasn't been any obvious reason to upgrade.
Andy hasn't actually been creating tools packages; I've just done it here to make peoples' lives easier who want to build our source package. Perhaps I shouldn't bother?
