I totally agree with you going ahead to higher JDKs. We are lagging behind and are not using the cool features, better security and better performance of higher JDKs. Moving to JDK 1.2 is the right step in the right direction.

I also liked Andy's suggestion of putting a note on the index doc about this change.

For example, JDK 1.2 includes new utility classes, e.g. Arrays class that
provides useful methods for manipulating arrays and HashMap class which is
roughly equivalent to Hashtable, except that it is unsynchronized.
In the future, if we choose to support character normalization in Xerces
[1] we might need JDK 1.4 which includes some support for internalization.

Just to point out, we are probably the last project in XML Apache that
still supports JDK 1.1:
Ant 1.6.0 requires JDK 1.2 or higher (http://ant.apache.org/)
Batik requires JDK 1.3 or higher
(http://xml.apache.org/batik/faqs.html#faq-17)
FOP 0.20.3 requires JDK 1.2 or higher
(http://xml.apache.org/fop/relnotes.html)
Xindice requires JDK 1.3 or higher
(http://xml.apache.org/xindice/faq.html#faq-N10067)
Xalan requires JDK 1.2 or higher
(http://xml.apache.org/xalan-j/downloads.html)

If you have serious concerns regarding Xerces abandoning JDK 1.1 support
please email to the xerces-j-dev mailing list, specifying why you can't use
a higher level of JDK and what parser features you are using.

I ask all committers to vote on this proposal.
