Or perhaps we can just not move that it be brought into the Xerces TLP? 
i.e., leave it molder where it is?

Same here.  Here's hoping this doesn't entail too much work...

I guess this would need to go through the Incubator?  That seems to be the 
path that all prospective new subprojects (or projects) need to take these 
days.

You can make some e-mail clients happy all of the time, you can make all 
e-mail clients happy some of the time, but you can't make all e-mail 
clients happy all of the time.  :))
