I had quite a bit of difficulty with xinclude until I put a real URI in the
href.  That is to say make the   <xi:include href="test.xml"/> into
<xi:include href="file:///somewhere/test.xml"/>

It's not definitive, but it might help

In order to use XInclude in Xerces you need to override the default parser
configuration. It must be set to
org.apache.xerces.parsers.XIncludeParserConfiguration. There are a couple
ways of doing this. They're described in the FAQ [1].
