How can I set the base URI?

The following should also work: file://localhost/C:/test.xml but why 
involve the network?

I find it hard to believe it doesn't work with a valid absolute URI 
(file:C:/test.xml is not valid). If neither of the above work, I suspect 
your file isn't where you say it is.

Reading ahead, if a relative URL doesn't work and you can't find an 
absolute URL that works, setting the base won't work either. You're 
dealing with a silly bug that Xerces seems particularly prone to.
