Not at all.
These are just different ways of specifying a number.
"2019 means Hexadecimal digits follow the "
(i.e., decimal 8217 )
`\' means the number corresponding to the character code of an ASCII '
(i.e., decimal 39 )
Thus the effect would be that, within a french environment
{\lowercase{’}}
would produce the same result as
{'} .
(assuming here that ' has not been made an active character).
If ' is active, then the results are not the same, but
\lowercase{’} would now be a way to get the non-active ' .
