I'm sorry, but I'm not understanding why this is an issue since it is 
only a problem for Word 2003 and Word 2007 output.  The exact same fo 
file produces the expected output when the XMLmind XSL-FO Converter is 
used to produce either RTF or Open Office Writer output.

If the FO page layout is too complex for the tool, why does it work for 
two of the possible output formats, but not two others?
