MS-Word and Open Office Writer are very complex pieces of code. You
simply cannot assume that if it's OK with RTF, it should be OK with the
other output formats (and of course the other way round).

I'm almost sure that there is no obvious bug related to having multiple
footnotes in the same paragraph because I have no such problems when
converting DocBook and DITA documents.

When I tried to open the .wml or the .docx generated out of your XSL-FO,
MS-Word 2007 refused to switch to the Print layout. This was the first
time I ever saw such behavior. Hence my *hunch* about your XSL-FO page
layout being too complex for XFC (in the case of Word 2003 and Word 2007
output).

So what to do now?

* If you send us another XSL-FO sample proving that the bug is not
related to the XSL-FO page layout being too complex, we'll gladly try to
fix this bug.

* If the problem is caused by an  XSL-FO page layout being too complex
(in the case of Word 2003 and Word 2007 output). sorry but we'll not
attempt to fix this bug by removing some of the limitations of XFC. At
least, not in the near future.
