Actually, we are talking about the Document Map in Word 2007.  The Document
Map is a little navigation window that shows a collapsible hierarchy of the
document and allows quick navigation to any section.

You might want to try it on one of your XFC output documents and see if the
resulting map corresponds to the layout of your document.

We'll also see if we can work up an example to send you.

Regarding the PDF, we have good reasons for going through Word as an
intermediate step.  Plus, the PDF renderers cost additional money (except
FOP, which really doesn't produce acceptable output).
