I'm sorry but I'm not sure to understand your problem. So let me explain 
what I think I've understood:

* You generate several .rtf files using XMLmind XSL-FO Converter. for 
example: file1.rtf, file2.rtf, file3.rtf. These files looks good when 
opened in MS-Word.

* Then you concatenate these files (may be using MS-Word itself) in 
order to create a single compound .rtf file out of file1.rtf, file2.rtf, 
file3.rtf. Let's call this compound file: big_file.rtf.

* Big_file.rtf obviously shows many layout problems: inconsistent 
headers, inconsistent page numbering, incorrect layout of the tables.

If I have correctly understood your problem, then unfortunately we 
cannot help you:

[1] We have never claimed to generate .rtf files that concatenate 
gracefully in order to form a perfect-looking compound file. The job of 
XMLmind XSL-FO Converter is just to convert a *single* XSL-FO file to a 
*single* .rtf, .wml, .docx or .odt file which can be opened and modified 
in MS-Word or OpenOffice/LibreOffice. Our responsibility ends after this 
single file has been created.

[2] You are the first customer to complain about this problem. In fact, 
what you do is a bit suprising for us. We wonder why you don't create a 
compound XSL-FO file in order to convert it to RTF.

[3] May be it's the program --whatever this program is-- you have used 
to concatenate the files which is not up to the job. I don't think that 
properly concatenating  similar .rtf files is a trivial task. So this is 
not really surprising.

Now I hope that I've misunderstood your problem and in such case, please 
send us every bit of information allowing us to reproduce the issue here 
at our offices. The most important bit of information is of course an 
XSL-FO file allowing to reproduce the problem. For more information,
