An attached minimal "test.fo" file can be used to reproduce the problem.
After looking at "test.fo" (which is OK) and converting it using latest
XFC, it seems that, when targeting MS-Word, there is indeed no way to
achieve what you want.
This looks like an MS-Word bug, because
1) if you swap the page sequences: first one without any header/footer
and second one with header/footer, it works as expected;
2) nothing in XFC code indicates that a page sequence ``inherits'' some
of its settings from the previous page sequence.
