Indeed headers and footers are tricky with MS-Word. If I remove the header by hand in MS-Word, save the document, open it again, the suppressed header is back. So it seems that there is really no way to do it.

Other thing, from the XFC documentation about the "keep-with-next" property:
"Not supported on block-level objects that contain other block-level objects."

Will this limitation be resolved in the future? It would be very useful when using XFC with the DocBook fo stylesheets.

After looking at "test.fo" (which is OK) and converting it using latest XFC, it seems that, when targeting MS-Word, there is indeed no way to achieve what you want.

This looks like an MS-Word bug, because

1) if you swap the page sequences: first one without any header/footer and second one with header/footer, it works as expected;

2) nothing in XFC code indicates that a page sequence ``inherits'' some of its settings from the previous page sequence.
