Well... ok then. I'm not a developer, I don't know how this works behind the scene. I'm just a desktop user who likes XFCE because I can use it the way I like, at least most things as I like. I like the way gnome-shell behaves about keyboard shortcut, but I don't like gnome-shell. If we can't have that way of handle keyboard in XFCE, no problem. I will forget about it.
