Yes, Thunar 1.8.0 has a new API for extensions and those changes cannot be
backported to xfdesktop 4.12 due gtk3 symbols not playing well in a gtk2 app.
While xfdesktop 4.14 is not released, options are:
- Stick with Thunar 1.6.x + xfdesktop 4.12
- Use Thunar 1.8.x + xfdesktop 4.13 (development release, I use it daily
without problems, but YMMV)
- Use Thunar 1.8.x + xfdesktop 4.12 and lose context menu custom
actions/plugins

The Arch Linux packager chose the third option, but users are free to pick any
of the other two using AUR packages:
