As someone who uses trash, I can tell you that this would be a very exceptional case. Usually I dont empty trash for months. If I would empty it often, the whole concept would not make sense over permanent delete. So usually you will have tons of old files in trash. And the last thing you want is to restore them all .... possibly by accident, by clicking "restore all" from the context menu.
