After my recent foray in xfwm4 I believe that this is not needed if you build from a release (make dist) archive. However, if you patch a glade file, you need this package to rebuild the patched UIs. See my xfwm4 thread, I learned it the hard way when I tried to set up my copr repository (which is ready for testing by the way). If no one is taking it, I volunteer. Depending on the upstream reception of my patch I may spend more time hacking Xfce. I have at least noticed a few opportunities for cosmetic enhancements in the xfwm4 code base.
