A) "extended ascii" is a MS-DOS'ism, and isn't likely to be supported
most operating systems. Generally, most operating systems
these days (including recent versions of Windows), use the much
larger Unicode (also known as ISO-10646) character set.
B) There is no general method of entering Unicode characters
in X that will work for every application. For applications
based on the GTK+-2.x toolkit, you can typically do:
<control><shift><unicode hex value><release control/shift>
