Oops! I didn't read the radeon manpage properly. I don't think thats the reason for slow DGA anyways... Can't help more cause i don't know much more sorry.... :(

Under 'Section Device' for radeon in XF86Config try putting Option "AGPMode" "8"
But "8" is not supported, the maximum I can use is 4! I get "Illegal AGP Mode: 8" message.
Option "AGPFastWrite" "True"
A "man radeon" should give you more details. DGA is slow on my radeon 7500, but this is only for the agp8x thing you mentioned.
Caution "EnablePageFlip" option hangs X on switching console.
