Please try this small test:

#command myTest <x> <y> ;
         => ;
         Test(<x>)

CLASS Test1
   METHOD Init()
   DATA n2
ENDCLASS

METHOD Init() CLASS test1
 myTest "two" Test(::n2:=1)
 myTest "two"      ::n2:=1

RETURN Self

Function Test(x)
RETURN x
//---------------------------------------

It returns this error:
test.prg(19) Error E0030  Syntax error: "syntax error at 'MYTEST'"

Where line 19 is:
myTest "two"  ::n2:=1

Notice that Line 18 compiles OK.

The error occurs when <y> begins with ::
It seems that if y begins with ::, its not seems as <y>, but still a part of <x>
