I think that the added value for users of having a smooth build process
Why should the users "build" Xindice? AFAIK we release a distribution of Xindice. Let the user unpack it and integrate it into their own environment.
Although I'm very pleased with the "make install" of BSD, I don't expect this on Windows.

We have the scratchpad folder for that purpose. Place your files there (even the jetty jar file if you want), write an how-to and let other developers discover it.
