Possibly, you are trying to use directory which contains space character in the name, which is (especially) under windows is always is not a good idea. You can:
1) Rename directory, 2) cvs update, 3) xindice run
and see how it starts up (or not).

Take a look at the test suite. Work like this:
1) cvs checkout xml-xindice 2) build 3) xindice start 4) build test
