You are reading 1.1 documentation and using 1.0 version. Xindice 1.0 never had a WAR file. Xindice 1.1 does not have idl directory.
For 1.0 documentatation, see "1.0" tab on the website. For 1.1 version, download Xindice 1.1b3.
