I have several users "out of house", and some of these users use dynamic IP
addresses, so I can't just set IPs in my SMTPRELAY.TAB file.

But what Davide says is correct. You need to have your clients configure
their mail client to use SMTP authentication. For the user/pass, use the
same ones as for POP3. You can choose the password security level that suits
your needs in the client software as well.
