Just to add to this.  I have cleared out the smtprelay.tab file and the
smtpauth.tab is empty as well.  This has totally closed off the mail server
to sending out email.  Even with trying to authenticate.

Hi All,

I know that this is probably a silly question to be asking .. but when I
recently re-installed XMail the SMTP server stayed as open relay.  And no
matter what I try I cannot get it to close down SMTP Relay with User
Authentication to send emails through the server.  I think I may have missed
a step as I did have version 1.8.8 as a closed relay server.

Does anyone know how to configure the SMTP to allow authentication and force
it.
