ok , I have 1.9 up and running (1.0 is still a dead loss),
so here the next question, If i where to dump all the config files
and data directories from a 1.0 installation into the 1.9 installation,
would it work?????

have you checked with regedit entries in the registry : cmdline and 
mail_root values (compare it to the working machine)
check also the service properties (path to the xmail.exe)
