This may get a bit complicated, and would take *me* hours to do, but the theory is sound.
Start off with a user called "everyone" or whatever you like. Next add a mailproc.tab for that user. The mailproc.tab will execute a program or script that uses the CTRL protocol to extract the current users of the domain. Armed with the *current* list of users the script rewrites the header of the email so that all the domain users are BCC'd a copy of the email. The "To:" should be reset to the sender, so that you can't reply to 'all'. This also hides the everyone account from view. There you go, a dynamic 'everyone' mailing list. The side effect of setting the To and From to the original sender is that, the email won't fill up the dummy account. (I think !)
