I think it's a BAD practice for an isp to change IP's without = announcing this to you some days before effectively doing the changes to allow you = to prepare the changes or announce some disturb to your customers or users = ....
and , imo, simply a 'bad, no professional' isp that don't care of its customers, you... and your customers/users will think YOU are a bad provider/it/... If the 'good' ISP announce you a near future ip change with a good = delay (minimum to choose is the max between the current ttl of the reverse = zone or current ttl of your domain zone) and simultaneous availability of your = old block and the new one for some time (also a good isp practice) all can = be smooth A good ISP is one that will do the maximum to help you in such = 'important' changes (in planning, announcing, ...) I recently have to do simultaneously a complete class C change and link change and with my procedure and my provider help, this was transparent = to the world at 99%...
