I agree with you that it would be nice to have notice. In fact, I agree that notice should normally be provided. However, we don't live in a perfect world, and sometimes we don't get the choice.
In this one situation, the ISP had received the IP block that I was a part of from their upstream provider. The new IP block was a direct assignment. They had requested the direct assignment because they knew the upstream provider was going away - but it took longer to get the direct assignment than anticipated, so they didn't have enough time left with the upstream to provide notice to me. Things happen - sometimes they're avoidable, sometimes they're not.
