If  you are using Windows 2000 Server, try to adjust TCP Window Size to a
smaller value.
(HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Tcpip\Parameters)
In the past we have many problems with Outlook (not Outlook Express) using
big values like 17520.
For some reason, the user enters in a loop causing that error you describe.
