the problem is that TonyD is using the latest release version instead of the cvs version, and the latest release version is known to have bugs. So probably what is going on is that the server on emulition has crashed and you will have to wait for TonyD to restart it. A guy from the bittorrent mailing list says that the latest CVS version has lots of bugs fixed, but it also is not backward compatible with the release version.
