Try this:
from xml.etree.ElementTree import ElementTree
doc = ElementTree(file = "t.xml")
listOfTags = []
for item in doc.findall(".//route"):
listOfTags.append(item.get('tag'))
print listOfTags
where t.xml is your xml file.
