Actually the U.S. Internal Revenue Service (IRS) was a very early
adopter of SGML (XML's parent). All the U.S. tax forms are
available in SGML. They have a lot invested in the infrastructure
of SGML at the IRS.
The Open Financial Exchange (OFX) specification will include the
IRS form 1099 and W2 in XML in version 2.0.
The U.S. is creating XML for its legislation - which is where
our taxation process begins. XML DTDs have already been created
to support this process.
