There are two XML health care initiatives but they are outside of X12.

Health Level 7 (HL7) is working on XML representations for the HL7
transaction syntax and for the exchange of clinical documentation. More
information is available at www.hl7.org

ASTM E31.25 is working on standard DTD/schema representations for
medical record documents (discharge summaries, etc.) and forms (HCFA
1500). Draft DTDs are available at www.astm.org if you follow the links
to committee E31, health care informatics, sub committee 25 (XML DTDs
for health care)

I co-chair both activities and would be happy to provide further
information.
