Thank you, thank you, thank you. It's about time we all recognize this myth
and get off this attempt to "standardize" documents. It just ain't going to
happen in anyone's lifetime. I do agree with and support the concept of
certain standardized "core components" that can be reused and whose semantic
is determined by the context. Context is everything!

Seconded. The best one can hope for is that each individual type of PO will
reuse certain core components that are relevant to its contexts, and that
you can resuse modules made to process those core components in more than
one context. Anything else is a myth.
